If no boat finished in a position that was next to the position of a boat in an adjacent lane, what was the order of the boats at the finishing line?

Max has a barrel containing exactly 9 liters of red wine. He is going to a party and wishes to share 8 liters of wine equally with the seven other partygoers, who all hold 1-liter glasses. Max wants to keep 1 liter for when he gets home. He only has two other containers, which will hold exactly 5 liters and 2 liters respectively. What is the quickest way for him to measure 8 liters into the barrel to take to the party?
